Photographer deleted our personal data from 5 mobiles using gmail set

Hi,nI know this may be long but I really need help to take next step.I got engaged on 18th feb and hired a photographer from bihar because of my sister's recommendation. We had a contact for 30000 which I made full payment by end of 18th feb and he assured us we will get pics and videos by a week.But this guy stopped picking our call for next two weeks and never gave any update. We finally got our pics on google drive after three weeks but still no edited video or event video for next two weeks.He finally replied in mid march that 'our photos are in printing' and again stopped giving any status.Today it's 26th April and we still have no album. I got pissed off and posted a review on weddingwire regarding awful service today.Finally He quickly repiledAfter few minutes he used gmail's security> 'erase all phone data option' to delete all our personal data from 5 of our android phones. My sister lost all her PHD research work and we couldn't recovelot of our old images and files.
