Online fraud by training institute

Hello, I am an NRI. I paid money to an institute in Chennai for online IT training. They confirmed they did recieved money but have not started the classes yet. Even after 10 days of follow up they didn't start it. I told them to either refund money or start classes quickly. No luck. I paid money via online transfer to their ICICI bank account. Initially they said it was pongal holidays so no one was available now they are not even responding to calls or messages. No service provided. I later came to know another person also had similar experiences. She had paid money in Oct / Nov and classes didn't start yet. nnPlease advise on what can be done hereI want to take legal action but cannot find a way to do it online.
