Money recovery through court which was lost in online investment

My friend lost 12lakh in online investment scam. He filed a complaint with the police, upon investigation police said he has good chance of getting back his money but he has to get the order from the court. Can you plz let me know the process.

Hello there is chance to get money only by filing case before court of Adjudication officer of respective state under information and technology department under Sec 46 of the same Act, money can be ordered to be recovered by police
