Is it ok to take pictures of parked cars?

I am developing a Artificial Intelligence model to extract vehicle licence number. I need lots of car images to develop that. Is it legal if I take pictures of parked car here and there? Those images will be destroyed after model is trained.
you have to obtain permission from transportation authorities otherwise they may take action against you and without permission you can't take the pictures of the car and your work must satisfy the security and privacy issues .
