Inspite of less use got heavy bill from the company

i have been using bsnl dias connection since 2007,i am running a cyber cafe since 2002,on 2008 i have received a huge bill of rs 46000 from bsnl,as my usage of net has croossed the limit of data by a huge margin,my intetnet plan was of rs 1200 plan, i then lodged a a FIR to the local police station, on 2016 they came to action and last week they told me my accound was being hacked from kolkata, i stay in jalpaiguri its near aboutb600km frm kolkata, but while the inquiry was going on the police station reported that another persons account was hacked from my cyber cafe on 2007, and that bill was of rs 12000,i am in a mess what to do,as i am running a cafe i am unable to trace out who have used my ip to hack others account, now the police is telling me i am the curlpit and they have nothing to do rather to book me under section 66 or 67,please suggest me what to do
First of all ask the police officers on what basis are they stating that you are the culprit and ask them over a written letter and ask them to reply back to you over writing, send them a letter through speed post acknowledgement due. Moreover make a complain before the cyber cell department, if still the police harasses you, kindly contact, there are ways out.
