Fake insta id used of a foreigner women

I met a foreigner women recently and I came to know that there are multiple fake IDs of her which is created without her consent and her identity is misused.
She is a Russian who lives in India (iskon mayapur) and she tried her best to remove those instagram IDs but Instagram ignored her. She needs help and wants to remove those fake ID so I am helping her. So please tell me what to do? This is critical as she is very angry and if possible see might file an FIR but she needs help.
Hello I have been practicing for the last twenty years in this field. my expertise areas include cyber and IP laws.
Firstly a cyber complaint has been filed but before that she must send mail to the women commission . it will help her to keep control
