Can I be jailed or fined for downloading pirated movies/software for my personal use?
If yes, then is the police actively tracing such people or someone has to file a case?

Yes you can be Jailed and/or fined for downloading pirated movies/software both under the copyright act and the IT act.
The latter part of your question is a little tricky. I dont think Police has the resources to actively trace such an activity and nither will anyone be bothered unless one uses these downloads for commercial or illegal use.
