Can a US citizen file complaint against me in india

I made a really dark joke on Instagram saying I killed cat's in my childhood when I was 10. But in reality it was fake and it was only for attention. A American got triggered and he said that he will file a police complaint against me from USA for that dark joke. Is it possible to him to file a complaint in india for a petty crime like dark jokes on animals??

Well, he may file or he may not, time will tell, do not worry now. This American Citizen may lodge a Complaint to any NGO like PETA India to approach Police to take action against you or he may reach to the Animal Welfare Ministry in India by lodging a Complaint through Email or might he was just bluffing or if we take him seriously also, who has got the time to get involved in filing cases or lodging complaints!
