Will judge dismiss complaint without court costs

My neighbor stupid fellow. He file private complaint. Judge not issue summons. He then made application for police investigation after 10 years. Police file report but no charges filed. Will judge dismiss complaint with court costs or can complainant dismiss complaint and incur no costs.
If the Complainant wants, he can also withdraw the case without getting the costs incurred. If the Offences complained of are of not serious nature and non cognizable offences, then definitely, Complainant can withdraw the case.

Depending on the nature of the crime reported and the cognizance taken, the Magistrate might dismiss the Comlaint, however, the magistrate might impose costs or could also charge your neighbour with false prosecution.
