You must file an FIR at the police station nearest to you when the offence is committed. Draft an application containing the details of the complaint which shall be addressed to the SHO of the area and submit it. It is also possible to file an online FIR these days, though it is advised to first register it manually.

Since indian courts follow the simple rules of territorial jurisdiction as follows
1. Where the defendant resides
2. Where he works
3. Where the caus sir action lies.
4. Where movable property lies

Since in cyber space we can't really establish any of these

The IP address , from where you access online content and you saw that same shall.become the territorial jurisdiction for this particular act

File the complaint accordingly.

You can file complaint to cyber cell or D.C.P office of your area for prompt action .
you can also file complaint in Near by Police Station of your area. .

You would need to be much more specific regarding the content. Secondly, FIR for defamatory comments is not registered, you would have to file a complaint before the concerned magistrate of the area where you read the comment. If the comment is not related to you; and is of the nature of hurting public sentiments etc.., then you may file a complaint before the Local SHO of the police station where you read the message.

There are Cyber Laws in place and you need to file this incident in the IT Cyber Cell of Police of your Area. If the Police doesn't act on your complaint you need to contact a lawyer to help you with the same.
