When i am btech 2nd year student the group of students he torture me regarding my face because i am disabled i complaint in the anti raging site,the anti ragging site file a case but my college faculty and the Proctor torture he locked me in the room and he said I'll let you go if you sign this paper i sign in the paper can i file petition againt those teachers i am 60 to 75 percent disabled personnThank you

Yes you can always sue them for the torturous act done by them. If you have got any evidences regarding the persons against whom you want to file a complaint then it’s advisable to write a complaint in writing under section 156(3) for registration of FIR against the culprits. Forcing someone to do something without the valid consent of that person is a criminal offence under Indian Penal Code. It must be informed to the nearest police station as well as to the university grants commission. If the police do not take action on the said complaint, same should be informed to the senior police officers (SP or above), and despite this, if you are not getting any relief then make an application to the concerned magistrate in this regard.
