What to do if police has sealed down my godowns and shops

dear sir, i have an issue regarding chargesheet. I have godown of fireworks and crackers for diwali. Due to another accident in our area the police sealed all my godowns and shop. I have license for all but in case of godown,it is not as mentioned in the license. Since last two years the police are not depositing chargesheet in the court although the investigation is over. And if another year continues the products/goods in the godowns and shop will not be any of uses as it will expire. The police have also taken huge amount from us to produce chargesheet but they are intentionally torturing us .when i ask to my lawer he says he cant do anything till chargesheet isnt produced. I also have no idea about law . Can you please help me out. May i know what should do if a police person isnt producing chargesheet in court. Please help me..
As i dont know the offence against you in the FIR but it seems in your case the charge sheet should be filed within 60 days. One thing you can do is approach the High Court for relief. Rest of the things can be suggested after reading your case.

In order to unseize your godowns and shops, file a writ petition in High Court. And as per the law, chargesheet is to be filed within 90 days so press this prayer before the magistrate who is dealing with your case.

You yourself admit that you have violated the terms of the License. How will charge sheet help you ? File a petition before the court in which the case is pending for opening of Godown on the grounds of financial loss. As it is, as you mentioned that since 2 years the godown is locked, my personal suggestion, don't use or sell the firecrackers.
