What legal action can I take against financial fraud?

What kind of legal action can I take against an individual who misled a group of people into believing they were representatives of an established chit fund and collected money in its name? The miscreants have forged documents, passbooks, and notarized agreements, to woo and mislead people into believing they are running a legitimate chit fund. The scam is still running since the local police are in cahoots with the miscreants. More than 70 people that I know have been scammed so far.

Dear Sir, Such scams are many. You have two options. One is to approach higher police officers. Secondly go to High Court and get an investigation be ordered by COD or CBI then they will arrest and give some relief to you. Alternatively you may file private complaint before the Magistrate.
