Wedding photographer doesn't giving my refund

Even after one year wedding photographer not given photos and the reason for that is he has deleted all the photos accidentally. So i asked for refund but he is not giving as i have called and messege him several times. I have no documents of contract with him except WhatsApp chat message with him as proof. This is completely injustice happen to us.please suggest what should i do?
