Well, you can at max file a Rape Case against him. However, if his reasons were genuine, because of which, it became impossible for him to marry, then Court will let him go scot free. Moreover, if he had not promise you to marry and despite that, both of you have willingly indulged in Sex, then too, he will go scot free

You can file a police complaint against him initially, in Mumbai. Provided that you have all proof, as in messages or phone call recordings to prove that the guy had promised to marry you, to build your case.
