Vehicle in the custody of RTO and not giving vehicle

Caught in drunk and drive paid fine 12000 and receipt submitted to RTO but there is motor bike on TC number and i don't have any license. What to do i already paid fine on my name.

If traffic policemen catch you driving under the influence of alcohol for the first time, you will be charged a fine ofRs. 10,000 and/or imprisonment of duration up to 6 months. These traffic fines or penalties are applicable to two-wheelers, four-wheelers, and all commercial vehicles. After receiving fine from you, they will let you go.
