Urgent about minor relationship.

Hi, this is pardeep singh. I need quick assistance, and it would be better if you could help me. I have an question that one of my friends was in a relationship with a minor. However, they didnt have any kind of physical relationship, they were just talking and dating to each other. When minor’s parents got to know about it, they threatned my friend by saying that they would file a criminal case against him. Therefore, my question is, is it illegal to love a minor without any kind of sex.
