University not issuing marksheet

Actually I am student of mahatma gandhi kashi vidyapith b.com 3rd year actually in my optional subject I took information technology as my optional subject without knowing the fact that only those students can take this subject, who have taken computer in 1st nd 2nd year university did not informed me, no notification was issued regarding that from university and when I gave the exam, they informed me about this rule and are now saying you will not get your marksheet nd have to wait one year
