in this case you can directly go to the police station of the area where the theft has been committed and file a criminal complaint of theft against him , further as theft is a serious offence and as such you are required to register a complaint stating all the things and produce any documents you have and the police will conduct investigation and seize the jwellery or amount.

Dear Madam, Immediately file complaint with police and try to recover your jewellery and other valuable documents. The issue of second wife may not be taken into consideration by the police as it is purely a criminal case of theft. You may include the names of both your husband and his first wife then only there are chances of recovery. If you are government servant then you have to take ultimate care.
