Summons coming back unserved or not received back in any form

Prosecution witness summons coming back either unserved or it says summons not received back in any form! Asked magistrate to issue warrents to which she said summons must be executed to issue warrent!! Now how long court will wait for those witness bcz these are last witnesses and they have been summoned whole lot of times. Will she ask IO to bring those or will she drop those witness

The magistrate should issue a bailable warrant against witnesses if after issuing the same they still If not present then the magistrate can issue a non available warrant against the witnesses this is the only procedure in every magistrate court.
