Which section of rules by the ministry of education states that hostel fees in national institution cannot be increased in mid-year ?

Sudden Increase in Hostel fees in midway of an Academic year can unstable the budget of the students or parents paying for them the cost of living and studying in Hostels. Hence, any aggrieved person can file a case in court against this midway increase in Hostel fees. As far as rules or laws are concerned, no rules or laws have been notified in this regard
