if you are filing on behalf of everyone then you need to file special power of attorney from them in order to file any case in High Court u/s 482crpc and then you need to get sign from them...only your sign is sufficient

You didn’t mention what the case is ? Is it the quashing u r talking about ? Is the quashing on basis on compromise or merits ? Are u talking about 482 CrPC for HC ? If your brother is abroad u have to take special permits from court n make him join online ..

No, a special power of attorney can be filed in the name of the person who is signing on his behalf or the document signed by him attested by the Indian consulate at foreign will also serve the purpose.

No. Husband brother can act through his duly appointed special power of attorney holder. special procedure for SPA required to validate SPA in India. so your brother is not required to visit India and to sign on petition under section 482 to be filed in court.
