Shopkeeper charging more than the MRP price & giving vague reasons.

25-Jul-2025 (In Criminal Law)
I purchased a milk packet with a printed MRP of ₹27, but the shopkeeper charged ₹28, citing inconsistent reasons like cooling charge & transportation charge. The bill lacks the specific milk brand name and appears non-standard, raising potential legal concerns about pricing and billing practices. I want to file a complaint against him. Please let me know the procedure.
