Section 420/120b Bailable Or not if CBI has no Proof

I want to know if CBI has arrested under section 420/120b and was not able to submit any proof in court.(get pc 06 days and jc 14+14 days two times) Then, can anybody get bail quickly.

It can be one of the grounds of the bail that CBI did not have sufficient proofs at the time of arrest but that can be ascertained only after looking through the FIR as I suppose the investigation is still pending and the documents pertaining to the offence would be provided at the time of filing of chargesheet. Difficult to guide unless the whole facts of the case are explained.
