Yes it is possible Jurisdiction depends on the residence of the victim It is for the convenience of the victim If she resides in delhi then the case will be transfer to delhi so it totally depends on where the victim resides

Yes, via a Transfer Petition. You must showcase valid grounds as to why is there a difficulty in joining proceedings at Noida. TP has to be file in the Supreme Court. A valid ground would be difficulty due to distance, responsibilities, dependants, etc.
