protest petition vs further investigation which one to file

1. Out of 11 accused police only interrogated 7 accused and did not call 4 accused for investigation despite all the accused were present at the crime location and came with same intention.  2. in charge sheet police did not submit column 12 page to put the names of other accused.   3. Three times i submited the complaint to register the F.I.R . first time, the police closed the complaint just by minor injury how to start an investigation of other accused and bring previous complaints on record

The Court can exercise the power to order further investigation under Section 173(8) of CrPC and such petition filed by the Public Prosecutor can only be treated as an application seeking to invite the attention of the Court regarding the necessity to invoke the power of the Court under Section 173(8) of CrPC.
