Petitioner in my district court case is proclaimed offender in another case. Is this helps my case

Every case is different in its own manner. It's not necessary that such things help you in your case until and unless it is one way or other way related but some times you can brought such things in the notice of the court during the argument of your case.

In some extent,the previous history of the opposite party is important in the determination of a case. Remember, but it is not a legally entitle benefit but it will help us in your case.
please raise this point before the court.

Your question is not clear, as I need to know what is your case with the said petitioner and also, what is the case of the petitioner in the other case in which he is declared as a proclaimed offender. However, you can mention before the court in your case that the said petitioner is a accused person(if he is) that too a proclaimed offender. It will help you to prove or make a clear impression before the court that he is person not with clean hands, and the case filed by him is not a genuine one. It will hopefully help you to get a favorable order.
