you can file a complaint in the court of your Jurisdiction under Section 200 or CrPC. You can also write a complaint to the senior Superintendent of Police stating your concerns and the fraud which is done with you. Criminal Procedure Code has many provisions in the situation when police is not registering the FIR.

When the chargesheet has filed in the court and accused is not present in the concerned court on the fixed date for bale then I will ask from the court to issue his NBW then the concerned police authority will arrest him and then bring him into the court and then the court will send him for jail. For more details contact me at my phone number and address which is listed at my profile.

Apparently no concrete advise possible on the basis of given facts. Once chargesheet has been filed by police before the court now police role is over. Now court will issue summon to accused. On appearance the accused will have to seek bail. At this stage it is up to the court to allow the bail or not.
