Pre University is not giving back my original10th transfer certificate

Is there any rule that pre University College can hold original 10th transfer certificate of an student after completing 12th grade only allowed to give 12th transfer certificate ? Please answer it sir /madam.

Dear Sir, It is common sense that after passing 12th standard you are entitled for transfer certificate of 12th passing and not original of 10th transfer certificate. It is will be retained by the Institution otherwise a candidate may misuse 10th transfer certificate and join any other PU College or Diploma college.
