The police should ideally register the FIR. It does not matter in whose name the bike is registered. Write a letter stating all the facts and give copy in dispatch to the police station. Mention all the facts. Give copy of the same letter to ACP and DCP of the same zone.

Meet the Sr. Inspector of the police station. Explain the situation to him.

It should do the job.

You may approach the higher authority of police of still they don't respond then you may file affidavits to that effect stating all the facts before police authority. Keep ll the correspond still if doesn't work then you can file private criminal application/case before court of law seeking all the relifs you are in need of .

Try talking to senior PI. Explain him the situation also show him document.

If not then make application to Dcp office.
If possible try to get affidavit from the owner that he has sold bike to you for particular amount.
