Police did't arrest accused now they are taking revenge please advise

4 prsn with their goon tried to kill me its attempted to murder case 120b 307 379 450 451 452 504 506 34 police was not writing fir i wrote to oc dcp commissioner but nothing happened because they had cpm party support so i did 156(3) in court on01 22 si gave me crpc 160 n 91 n told fir is being written.no fir copy is given to me yet?but on the same moment he went to accussed persons flat who r my neighbor involved in many antisocial activity si didnot arrest them and gave them my fir copy? fir dated 19 jan.till now no body is arrested rather those accussed have cut common drinking water tab so that my family wont be able to fetch drinking water. cutting drinking water/water connection is illegal by law...... not only this but they gave threat that they will rape my sisiter kill us and our witness but police not doing anything yet..........i want to know 2 things? 1) what can i do now 2)in crpc arrest for this crime is within 24 hrs what reason si can give for his xcus 4 no arrest?

MY OPINION THAT i have follow your case, & come to know that you have legally deprived, no effective still not has taken as yet, so you have ample scope /scopes to have drastic legal steps, at competent forum /forums.

I did not understand why the Police did not started a Criminal Case against the said 4 persons. Is the FIR has did not write properly which can attract the noted above section, please cheak it through your Ld. advocate. you also say, you have file 156(3) Cr.P.C.. In such a situation Ld Court either pass an order to the concern PS to treat this Complaint as FIR and investigate the matter or ld. Court himself start a Complaint Case in his Court against the Accused on the basis of said Complaint under Section 156(3) Cr. P.C.
your second question relating to creating disturbance by the said persons by cutting common drinking water tab etc. Why you did not lodged FIR against it and file complaint before the EXecutive Magistrate for said disturbance.
