person throwing garbage which attracts street dogs causing noises

hello, any legal advice for restraning a person not to throw his garbage in front of my house?nnhe throws every 3-4 days at around 5A.Mi have recorded hus acts sometimes, and shown his relatives, he stops for few days then does same again.his garbage brings street dogs, they barks fights, and makes noisestheir noise puts me in mental tension. i cant sleepthese dogs are animal they cant be taught atiquetes, but how to teach manners to these kind of ppl who throw garbage to disturb others life??nnalso, any advice for "how to give application to nagar palika to solve these dog issue" they r increasing in numbers day by day n nagar palika closed its eyes.also i guess tht person forcibly doing this to put me in tension cause i had shown his acts to his relative. i am saying this because, whenever i stands in front of house, he throws somewhere else pretending he is not the garbage thrower but when i dnt stand next day, slhe starts throwing again
