No Action under Ipc 354......

There are many videos in youtube where men touch other in crowded bus or crowded market place.But inspite of clear evidence why no action have been taken place against them.Is it not covered under ipc 354

okay so 354 deals with outraging the modesty of the women. in YouTube many things are shown some are for entertainment...some just like that...but in reality until and unless women herself or anyone on her behalf doesn't complaint of 354 police cannot take action. see crowd has no face ...there has to be some particular person against whom the girl wants to file complaint and why.
