Need advice on how 420 works and how police inspector get approvals.

HiFor more than a month, I am following up with pimpri police station for raising FIR against land developer who is from pimpri. I have already given statement and mentioned that he has cheated me for 7.4 lacs in name of land. I have shown all the evidences that how money was given in 2016 and till date he has not done any registration. I have already requested to cancel my booking in 2020. He never pick my calls or repond to whatsap.Now that land developer is trying to defend and saying he will give in 5 months but he was saying same thing till now. I dont want to give any more time to him.I dont want to keep him to get any chance to defend. Need advice what possibilities he can do to defend himself.How much time it takes to police inspector (crime) to raise FIR? As per him, he said he need to take approval from SP and DCP after my statement. I asked for receipt but he said only once it is approved , FIR will be raised and then I will get a copy.
