Minor child - inappropriate touching

My brother is a teacher and someone filed a complaint against him for inappropriate touching a minor boy. It is some sort of defamation case. No FIR has been submitted, just a written complaint. We visited police station and talked to ASI and SHO. How does my brother respond to it. The other person says, we think about it, whether we have to file an FIR or not.
The allegations are of serious nature and every statement is very important in the case.
Upon complaint police has to investigate and thereupon register the fir.
Yes defamation case can be executed before the magistrate.

You can take action against the complainant that it has been filed on what basis and now complainant and is just merely seeking what to do and not if it has been filed wrong then obviously you can also file your complaint or a petition against the thing
