how to make a police complaint against an accused when there is already an active police complaint the same accused.

Subsequent complaint cannot be filed against the accused for the same act for which previous complaint is already pending. Whereas if he has done any further criminal act, then you are entitled to file a second complaint.

If the allegation or cause of action to make the complaint is different from the earlier complaint, the new complaint can be moved separately against the same accused. There is no bar to make sunsequent complaint in the above said situation.
