Yes police can give the bail from court according to the judgment Arnesh kumar Vs State of Bihar. In this police can release accused on bail from police station bcoz the imprisonment in the offence is less than 7 years. You need to hire expert advocate for your case, academic knowledge on this platform won’t help you at all ! All the best

Yes, police officer have the power to let off someone accused under 354 IPC. It is the discretion of the police authorities to arrest a person. If the police officer is satisfied that the accused person will not interfere in the investigation and will join investigation whenever required.
