Lended money to a friend in Pune

A Friend from old company asked for some money in bits and total amount was given around 1.2 lakh and after that from the past three months daily he is telling u'll get the money but he is not returning the money.
Money was given to him via upi from Gurgaon and the guy is from Pune.
please suggest

A legal notice can be send. Along with that a police complaint can also be filed so that a sense of litigation can fear him to return the money.
If all of these mechanism seem unsuccessful, then a suit for recovery can be filed against him and the bank account details of that person can be provided to the court to freeze that bank account

firstly, you have to send a legal notice for claiming the money and can give 10-15 days time to the opposite party after that you can file a recovery suit for that than you will definitely get your money with interest.
For a recovery suit you have to file a proper court fee
