Lended money not returning back

Dear Sir,
One person from me has borrowed money via bank transfer in 2021. Despite asking not returning Recently on repeated asking he blocked my telephone number and blocked me on all avenues like whatsapp, social media and is unreachable. It is clear he is not returning the money. I have all proofs of sending him money, conversations where he replied he will repay.
1) Is it possible to file a case in court to recover money ?
2) Can a FIR be launched against him for this. If so what grounds ?
