Karnataka Administrative tribunal gave punishment was complsary retire

In departmental enquiry they gave punishment compulsory retirement in 2016 then I appealed to Karnataka administrative tribunal , kar upheld complsary retirement then I appealed to high court in 2021, the punishment reduced to withholding 5 annual increment with cumulative effect but my retirement on 2023 only left 2 increment and 2019 my name was in pramotion seniority but they denied to me for pramotion from 2019 can I get promotion

Dear Sir, You are entitled for promotion and retrospective effect will be given to detect five annual increments and if there is any confusion in the orders passed by Hon'ble High Court then you may clarify the same or get punishment reduced to withholding of two (2) annual increments only.
