Issue regarding the applying of bail if one person is not taking his b

One of my relative is in jail from last 2.5yrs .he provided vehicle to the murderer . a person along with him applied for bail during the first months .he is not taking his bail back and no one else is able to apply for the bail. Is there any way by which they are eligible to apply for bail??

hi. I shall need to go through the contents of the f.i.r and copy of chargesheet submitted by the police authorities in your case as we need to inculcate what allegations and evidence the prosecution is having against the said person.
