I can file my complain in mahila ayog or not and in lockdown how can I file FIR

as you have mentioned thf you have been cheated by a boy on the matter of love and relationship with you . in this matter you can nit complaint in mahila ayog because it is not judicial body . in this matter you havevto file an FIR only then only you are able to take criminal action against tht person .

Yes it can be filed immediately even in lock down You would be required to submit a complaint either through email or by calling cops. Immediately the application can be moved before the court for registration of an FIR
