Well if you have sufficient proof to substantiate your allegations, then you can file a complaint before the Superintendent of police directly or file a private complaint/petition to the Judicial Magistrate based on the jurisdiction or you can directly file a private complaint in the NDPS Court in Combined district courts complex, at madurai.
