I sent a phone to a shop for repair now they're not returning it

26-Sep-2023 (In Criminal Law)
I sent my phone for repair and paid 14,500 RS. Upon return, the fingerprint sensor wasn't functional. They acknowledged the issue and agreed to a refund after deducting 2,000 RS for labor. Despite agreeing to this, they've only refunded 5,000 INR over the past 7-8 months, promising both the remaining amount and my phone's return. However, they keep delaying and giving excuses.
