i need advise in 498a and some other criminal matter

my brother wife filled false 498a on my whole family 10years over still not done evidence she is harming us from 10yrs.. 3mnths back she and her mother came at our home when we all are in work she beaten to my mother badly we went to police station with proof and witness and MLC report police refused to file FIR and scolded us and said to singh and go, we went to commisioner office they said we will take action again cops refused to take action and gaven us warning again if you to any higher office then they file case on us. after 1mnth i moved to magistrate court and filed the petition court under section 200 crpc Court accepted and directed to cops to register FIR then cops registered FIR and inquiry done witness statement also done 2mnths over till cops not arrested the accused when we asked they asking 20k to arrest accused... my question is can police ignore that FIR can police take money from accuse and close the case.. i checked in E court app its showing call on..
