How to stop religious and cultural hate by a group of people in an apt

We are in a residential society which does not have a RWA setup yet. We a group of residents, are planning to host a navratri and durga puja celebration in our society. we are planning to have an all inclusive puja ritual so that all people irrespective of their caste, creed, religious beliefs and rituals are happy and all necessary styles of puja's are done. However, there are two/three residents who are typically creating unnecessary havoc, spreading ethnic hysteria and paranoa against a specific cultural and ethnic group (in this case bengali's), leaking selected personal chats from whatsapp without permission to spread hate towards that specific bengali group and also resorting to stop the initiative since it has been taken up by the ladies, just to ensure that the durga puja requirement as per bengali style can be eliminated completely. Can we take any legal action or atleast threaten them with a legal action in this case.
