You can't do anything regarding marriage..if she is refusing. Regarding money if you have any receipts to show that u made payment to her and she promised to return the same..then u can take legal action against her.

It's more a personal question and legall answer to such main be not conventionally correct as foremost I advise you to have mediation might conversation can bring down the gap and agaony. If still things not working out with you I might thing you can file case , for cheating you should also know all moral ground are not necessarily be legall

you can prosecute her for cheating punishable u/s 420 of the Indian Penal Code. However, the complaint has to be carefully drafted. Though FIR and police investigation may not be allowed but you may approach the court directly by way of a private complaint. You must consult a lawyer thoroughly before taking any step as the process is technical and tricky.

Technically and legally its difficult to deal with such kind of situation being a male because our legal system is predominantly inclined towards women. So you can't put pressure on her to marry you she being an adult is free to choose her partner. But during these 11 years even if u get married in a private room and if you have photos of it then it will be considered as a marriage and you can file petition for restitution of conjugal rights. But if you have no proof then its difficult. So better consult a lawyer and dicuss the chain of events then you can build a case.
