Fraud done by interior and furniture designer

I have done 75% payment and as per the quotation provided by interior designer rest of the 25% is to be done after completion of work. He has left the work in midway and now demanding for more money, not receiving calls, not responding, and also had used fake ply with fake CML numbers and had done this fraud with many other people's also. What can i do in such case i can't hire a lawyer because I don't have that much money

You should send him a legal notice through your counsel calling up in him to fulfill the agreement failing which you will be free to take legal action against him. If he responds to the notice positively then go ahead or else file a case against him
