Fraud case involving a insurance settlement

my friend's father was working with a nationalized insurance company 20 years back when he got framed in a fraud case involving a false insurance claim amounting to 500K. He was suspended and retired during the suspension. The case has dragged since last 20 years and he had opportunities many times to settle the case by greasing the right palms but he was adamant that he is innocent and won't settle for a workout but a proper acquittal with all benefits. Now is 80+ and still fighting the case and looking at it, it will not settle in his lifetime. One of his 3 daughters is settled in Canada and wants her parents to visit her once and her father can't come due to the case. Is there a way that he can visit Canada for six months and return back. His wife is a retired govt servant and they have a property in Delhi. Pls, advise if he can apply for a passport and come to Canada at this fag end of his life.Pls advise.
