Dear Sir, If FIR is not registered by Police then you may approach the Magistrate by filing Private Complaint under Section 200 Cr.P.C and get it referred under Section 156 (3) of Cr.P.C then therr are bound to issue FIR. Alternatively, you may approach High Court under Section 482 of Cr.P.C. which issues direction to Police to register FIR and to investigate.
